William “Randolph” Shaffer was born in Portland, Oregon on February 27, 1969 to Willie and Navorcita Shaffer. Randy attended Boise Eliot Elementary School and graduated from Jefferson High School in 1987.
After graduation he enlisted in the United States Air Force. During his time in the military, he met and married Karol Williams and on March 22, 1995 he became a proud father to his only child, William Randolph Shaffer II.
While in Air Force, Randy travelled the world, but never forgetting his hometown of Portland, Oregon that he loved so much. Upon retiring after 20 years in the Air Force he made a home in Jacksonville, Arkansas. Even though he settled in Arkansas he maintained his roots here and was a true Portland Trailblazer Fan.
Randy is preceded in death by his father’s, Willie Shaffer, Willie B. Frison; mother’s, Margaret Frison and Joyce Douglas; brother, Leslie Garth; sister, Johnnie Mae; Aunt Ramona; cousin Mona and Uncle John.
Randy is survived by his son, William Shaffer II; mother, Navorcita Shaffer; sisters, Anna Garth, Leaha Wells-Bell (Kevin), Monte Jo Hannah, Michele Hannah, Kelly Gaston (Frank) and Frances; brothers, Marshall Haskins, Michael Douglas, Leland Douglas and Kamaui Williams; along with a host of other family including nieces, nephews and cousins alongside an abundance of friends.
Randy was a kind loving man. He was funny, great listener and a loyal friend to many. He made friends wherever he went.
